ED Searches Former Haryana Minister Gopal Goyal Kanda's Premises in ₹248.46 Crore Vatika Money Laundering Investigation

ED Conducts Raids in Vatika Limited Money Laundering Probe

The Enforcement Directorate searched three premises linked to former Haryana minister and businessman Gopal Goyal Kanda in Gurugram on September 17, 2026. The premises reportedly included his residence, farmhouse and office.

The searches were described by officials as part of the ED's money-laundering investigation connected with the real-estate affairs of Vatika Limited. The probe by the ED's Gurugram unit centres on a large-scale real estate fraud involving Vatika Limited. The company is alleged to have misled 661 investors into commercial projects with promises of timely possession, assured returns, lease rentals and execution of sale deeds. Officials stated that approximately Rs 248.46 crore was collected from investors across four projects, with possession and sale deed execution yet to be completed.

Projects Under Investigation

The four projects involved are: Vatika Inxt City Centre Tower D, E and F, Gurugram; Vatika Mindscapes Tower-C, Faridabad; Vatika Towers Tower-C, Gurugram; and Vatika High Street (part of V'Lante), Gurugram.

The ED investigation revealed that Vatika Limited lured investors to make payments for future projects by promising high-value returns, such as assured returns until completion and lease-rent returns after completion. However, the company midway stopped paying the assured returns and failed to hand over the respective units, thereby committing offences of criminal conspiracy and cheating.

Earlier Enforcement Actions

In August 2026 the Directorate searched 7 premises linked to the company and its promoters, seized documents and digital records, and froze or seized assets valued at about 33 crore rupees, including three high-end luxury vehicles, jewellery, bank balances and securities. The Enforcement Directorate attached a ₹108 crore Gurugram property of Vatika Limited under PMLA in the builder-investor fraud case involving 659 investors who lost ₹248 crore.

Gopal Kumar Goyal (born 29 December 1965), commonly known as Gopal Goyal Kanda, is a businessman and former member of the Haryana Legislative Assembly. Kanda leads the Haryana Lokhit Party and is a former legislator from Sirsa; he lost the 2024 Haryana assembly election from that seat to the Congress candidate Gokul Setia by a margin of 7,234 votes. He was rewarded with a cabinet berth as Minister of State for Home, later also holding portfolios covering Urban Local Bodies and Industries & Commerce.
